1. Agenda setting: the need to tie up news with political agenda and the pressure to manufacture social issues. Even “established facts” are filtered through a number of processes. Facts and impartiality are always at loggerheads with ideology. Most newspapers present their “facts” through their chosen political filters. Transparency is often pitted against constructivism: “facts” can be constructed or manufactured. By taking advantage of its supposedly neutral stance, the media creates consensus in a class-ridden society and sets the agenda on which issues are debated and discussed. For example, it will endorse a two-party parliamentary system by producing a “balance” in the news – reporting the “two sides” of the story – which suggests that the truth must lie somewhere in between. Issues are therefore always debated within certain boundaries.
